No-nonsense Lt. Harry Parker investigates a drug smuggling operation run by the ruthless Lily Chang. Tough veteran cop Charlie Wells and his eager rookie partner Mandy Walker are assigned to stake out Chang's place. Moreover, Parker vows to bust Chang and shut down her nefarious business after his old Vietnam war buddy detective Mike Shaw gets killed in the line of duty while trying to get the goods on Chang.
